So, I finally got around to shutting down the mini-server, and struggling with the tightly-packed contents of the mini-cube box in then confines of under-my-desk, because I didn't feel like disconnecting and reconnecting all the cables....
Well, the old front-of-case fan was definitely worn out, with the bearing quite sufficiently wobbly to explain the sick-fan noises I'd been hearing. I installed the replacement, and the sick-fan noises are gone.
Only to be replaced by the loud whine of an overly-enthusiastic healthy fan. Great.
Guess I should look up a 120mm quiet PC fan. It's not like I need truly huge airflow through the little box, filled as it is with components mainly chosen for low power consumption.
... A couple of quiet fans should be here Wednesday. Noisy fans can be used in equipment in places other than my office, or maybe with motherboards that speak PWM (this being a 4-wire fan plugged into a 3-wire header).
