That's true for an ideal battery, but a battery on the cusp of 100% charge is not very ideal.

In the Bolt EV, regen braking is dialed back if you are over 95% charge level, because it just isn't good to charge at 70kW (a.k.a braking) when you are almost full.

They have a thing called "Hilltop Reserve" that lets you set the target charge level at less than 100%.
