Time and past time, I say!
Yes, it's so picturesque, what with the smoke signals and the members all in their nice red uniforms, but its time is past.
Back in the day, 1100 years ago and more, it made sense to have delegates travel from the furthest reaches of Christendom to choose a Pontiff. But with modern communication, the need for travel is eliminated, and with it the need for delegates.
Elect the Pope by worldwide popular vote!
And don't go limiting the vote to Catholics. Oh, no. We know that trick. The Pope's influence affects, in one way or another, the life of everyone in the world, so we should all have the vote.
It's only fair.
