Another way would be two evenly spaced (at the 1/4 and 3/4 points) small thermonuclear warheads (for example, a B61-7 yields 340 kiloton and weighs 700 pounds) for each coast (total of 4). You'd get most of the same effect as with a 40 megaton device and the missiles, if launched from a sub or boat, wouldn't need to be nearly as powerful.

True, but the current purveyors of panic are claiming one little nuke over the middle would destroy civilization, which only applies if "little" is relative to, say, the Sun.
