...but the basic nature of the problem here is a no-brainer.
Yeah, the chattering nitwits go on about how the boat's sides weren't properly supported, and there was maybe a problem with the dolly used, and so it sank, and... nope.
First observation: it didn't sink. Did quite the opposite, in fact. It floated like a cork.
Someone mentioned maybe not enough ballast? Try: no ballast at all. Ya want a boat like that to stay upright, ya gotta put heavy stuff in the bottom. This clearly didn't happen; the bottom just floated right up.
Then it bobbed around like a plastic toy. (Was the engine even installed?)
A former project leader was worried about it being too heavy for the dolly? Imagine how too-heavy it would have been with the ballast!
Into the realm of irresponsible speculation: maybe it was already too heavy for the dolly, and the PHB decided to launch it first and add the ballast later?
